Synopsis: This Resolution is being presented by City Council for Council’s review and approval. This Resolution opposes the proposed plan to develop a National Outer Continental Shelf Oil and Gas Leasing Program by the Department of the Interior’s Bureau of Ocean Energy Management. Offshore oil drilling and seismic airgun blasting pose significant risks to our environment and economic wellbeing. This Resolution encourages the Department of the Interior to pursue renewable sources of energy to meet our energy needs and to limit our impact on climate change.

Synopsis: This Resolution is being presented by City Council for Council’s review and approval. This Resolution calls on the Delaware General Assembly to support Wilmington in becoming a Smart City with 5G capabilities. The adoption and implementation of Smart City Initiatives in Wilmington could lead to additional benefits to the State of Delaware, and encourage citizen engagement, increased economic development and enhanced quality of life of residents.

Synopsis: This Resolution is being presented by City Council for Council’s review and approval. This Resolution encourages the Mayor to sub-name a portion of the street in the area of 1000 West 5^th Street as “Demetrio Ortega Way”, in recognition of the public servant’s significant contributions to the City of Wilmington

Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the execution of Contract 20001PW – HVAC Preventative Maintenance – between the City of Wilmington and Summit Mechanical, Inc. for the period of one (1) year from July 1, 2019 through June 30, 2020, at an estimated price of Thirty-Four Thousand, Two Hundred Forty-Five Dollars ($34,245.00), with the possibility of two (2) additional extensions of one (1) year thereafter at the same annual price, at the option of the City.

Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Office of Emergency Management’s application for a grant from FEMA/SOD/DEMA in the amount of $26,600. The grant will enable the City to upgrade communications interoperability with local, State, and Federal agencies, and to provide Cyber Security Training to City Employees.

Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the removal of Pasture Street, between Pennsylvania Avenue and West 11^th Street, from the Official City Map.

Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance amends Chapter 4 of the Wilmington City Code (the Building Code) by adopting “The International Building Code of 2018,” “The International Residential Code for One and Two-Family Dwellings of 2018,” “The International Mechanical Code of 2018,” “The International Plumbing Code of 2018,” “The International Fuel Gas Code of 2018,” “The ICC/ANSI A117.1-2017 Accessibility Code of 2017,” “The International Existing Building Code of 2018,” “The International Energy Conservation Code of 2018,” “The International Property Maintenance Code of 2018,” and “The International Swimming Pool and Spa Code of 2018,” with any amendments thereto, to appear in Chapter 4 of the Code.  This Ordinance deletes any references to their predecessor codes, and the amendments thereto, where such references and amendments exist in Chapter 4. This ordinance authorizes the City Solicitor and the Law Department to coordinate with the Municipal Code Corporation editors in preparation of the Code Supplement in which the Building, Residential, Mechanical, Plumbing, and Accessible Code provisions will appear.
