Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. This Resolution schedules a public hearing on December 10, 2020 at 6:30 p.m. regarding the proposed rezoning of the parcel of land known as 700 Lea Boulevard from a zoning classification of R-2 (One-Family Detached Dwellings and One-Family Semi-Detached Dwellings) to a zoning classification of R-5-A-1 (Low-Medium Density Apartment Houses). Due to the outbreak of the COVID-19 virus, this public hearing will be conducted virtually to maintain social distancing and to keep all constituents safe. The instructions to access the public hearing will be included on the agenda for the December 10, 2020 Council meeting.

This Resolution requests the Delaware General Assembly to enact legislation exempting the City of Wilmington from the Delaware Code’s preemption that prohibits the City from enacting proposed gun registration legislation.

Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Department of Parks and Recreation’s grant application to the American Lung Association of Delaware and the Department’s acceptance of $8,000.00 in grant funds awarded. The funds will be used to support the Department’s Tobacco Prevention and Anti-Vaping Program. No local matching funds are required.
Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Department of Parks and Recreation to accept $6,000.00 in grant funds awarded by the Delaware Community Foundation to support the Department’s Code, Play, and Create Program, which teaches children residing in the City how to code/program and problem-solve. No local matching funds are required.
Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Department of Parks and Recreation to accept $4,010.00 in grant funds from the non-profit organizations FitLot, Inc. and the American Association of Retired Persons to support the construction of an AARP Sponsored Outdoor Fitness Park at Holloway/Compton Park. No local matching funds are required.
Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Department of Parks and Recreation’s grant application to the State of Delaware Department of Natural Resources and Environmental Control for funds allocated pursuant to the 2020 Outdoor Recreation, Parks and Trails Grant Program in the amount of $100,000.00. The funds will be used for improvements to Cool Spring Park. An eighty percent (80%) match of the total project cost is required.
Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Department of Parks and Recreation’s grant application to the State of Delaware Department of Natural Resources and Environmental Control for funds allocated pursuant to the 2020 Outdoor Recreation, Parks and Trails Grant Program in the amount of $100,000.00. The funds will be used for improvements to Johnston Park. A sixty-seven percent (67%) match of the total project cost is required.
Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Department of Parks and Recreation to accept $1,000,000.00 in grant funds requested by the State of Delaware Criminal Justice Council from the United States Department of Justice/Office of Justice Programs/Office of Juvenile Justice and Delinquency Prevention in order to provide funding to the Department for its Wilmington Youth Leadership Incubator Program for the next five (5) years commencing in Fiscal Year 2020. No local matching funds are required.
Synopsis: This Substitute Ordinance is being presented by City Council for Council’s review and approval. This Substitute Ordinance amends the City Code by creating a Citizen Complaint Review Board authorized to investigate citizen complaints against law enforcement officers employed by the Wilmington Police Department, make reports of those investigations and recommend practice changes to the extent consistent with the current law as it exists now or may be amended in the future. The Substitute Ordinance will have a fiscal impact because the Board will require a budget to carry out its duties, but the amount or nature of the budgetary needs of the Board is not known.
Synopsis: This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Section 40-332.1 of the City Code to reduce the number of floating days for City employees from two (2) floating days to one (1) floating day.
Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the execution an agreement (the “Agreement”) with Paymentus Corporation for an online payment processing and bill presentment system. The Agreement is for a period of three (3) years commencing on the date of its execution, with the possibility of three (3) extensions of one (1) year thereafter on the same terms and conditions.
Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the City to exercise two (2) one-year extension options to extend Contract 20033PW – Street Paving Phase IX between the City of Wilmington and Allan Myers, L.P.

Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Department of Planning and Development’s grant application to the Delaware Department of State, Division of Historical and Cultural Affairs, in the amount of $13,134.00. The funds will be used to continue the City’s Historic Preservation Planning Program, which has been in existence for over 35 years.
Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. This Resolution (i) approves a Substantial Amendment to the Fiscal Year 2020 Annual Action Plan to outline the proposed use of additional CDBG Program funding for CDBG-CV Grants that is available pursuant to the CARES Act to prevent, prepare for, and respond to the COVID-19 pandemic and (ii) authorizes the Mayor to file an application for financial assistance with the U.S. Department of Housing and Urban Development for such funding.
Synopsis: This Substitute Ordinance is being presented by City Council for Council’s review and approval. This Substitute Ordinance amends Chapter 40 of the City Code, Section 40-332(a), by permanently adding Juneteenth, also referred to as Freedom Day, to the list of City employee holidays with pay to commemorate the abolition of slavery on June 19, 1865, the day that the news of the Emancipation Proclamation finally reached some of the last people in America still held in bondage. The Ordinance shall be deemed effective as of May 1, 2021.
Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. This Resolution adopts the 2020 update to the New Castle County Multi-Jurisdictional All Hazard Mitigation Plan, as approved by the Federal Emergency Management Agency.
