Synopsis:  This Resolution is being presented by the Administration for Council’s review and approval.  This Resolution schedules a public hearing on June 16, 2022 at 6:30 p.m. regarding a proposed amendment to the City’s comprehensive development plan entitled Wilmington 2028: A Comprehensive Plan for Our City and Communities” to change the land use of three parcels of land located at the southeast corner of Fourth and Shipley Streets, Wilmington, Delaware (being Tax Parcel Nos. 26- 043.10-188, 26-043.10-189, and 26-043.10-190), which are commonly known as “Humble Park”, from “Parks and Open Space” to “Downtown Mixed Use” by revising the Midtown Brandywine/Central Future Land Use Map for the parcels.

Establishing a Rate of Taxation on Real Property and the Taxable Property of Public Utilities for the Fiscal Year Beginning on July 1, 2022 and Ending on June 30, 2023

Synopsis:  This Substitute Ordinance is being presented by the Administration for Council’s review and approval.  This Substitute Ordinance sets the property tax rate for Fiscal Year 2023 (July 1, 2022 – June 30, 2023) based on the certification by the Board of Assessment of the assessed valuation of taxable real property in the City and the Mayor’s estimates of revenue measures necessary to balance the City budget as required by the City Charter. There is a 6% increase to the tax rate that is projected to result in additional annual revenue of $2.6 million. The median assessment homeowner will pay an additional $41.76 annually or $3.48 more per month.

Amend Chapter 45 of the City Code Regarding Sewer System Rates and Charges and Water Rates and Charges for Fiscal Year 2023

Synopsis:  This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance enacts new water and sewer rates and charges for Fiscal Year 2023 (July 1, 2022 – June 30, 2023). The rates and charges for water and sewer services will increase by five percent (5.0%) in FY 2023 from what they are in FY 2022. Stormwater rates and charges are note affected by this Ordinance and will remain the same in FY 2023 as they are in FY 2022, as listed in City Code Section 45-53(d). This Ordinance does not amend the unit charges for sewer service contained in City Code Section 45-58.

Approve an Agreement between the City of Wilmington and New Castle County Council Regarding LIVE Streaming of County Council Meetings

Synopsis:  This Substitute Ordinance is being presented by City Council for Council’s review and approval.  This Substitute Ordinance authorizes the execution of the multi-year agreement between the City of Wilmington and New Castle County Council for the livestreaming and broadcasting of County Council meetings for the period beginning June 1, 2022, at an estimated cost to New Castle County Council thirty-four thousand five-hundred dollars ($34,500.00), with the possibility of two (2) automatic renewals of one (1) year thereafter with the same terms and conditions, at the option of the parties.

Synopsis:  This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Department of Planning and Development’s grant application to the Delaware Department of State, Division of Historical and Cultural Affairs in the amount of $16,682.00.  The funds will be used to continue the City’s Historic Preservation Planning Program, which has been in existence for over 35 years.

A Resolution Approving the Police Department’s Grant Application to the State of Delaware Special Law Enforcement Assistance Fund to Upgrade and Replace Existing Equipment

Synopsis:  This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Wilmington Police Department’s grant application to the State of Delaware Special Law Enforcement Assistance Program for $65,000.00 in grant funding. The proposed grant funds would be used to replace Ballistic Blanket Protective Systems and robotic devices utilized to enhance public safety and officer safety during high-risk operations involving the Department’s Crisis Management Tactical Team.
