Synopsis:  This Ordinance is being presented by City Council for Council’s review and approval.  This Ordinance requires developers and contractors working on residential and commercial construction projects within the City to participate in craft training programs, pay a minimum wage of $18, and certify non-debarment if the project is wholly or partially funded by an incentive from the City including subsidies in the form of tax abatements, donation of property or tax credits.

Synopsis:  This Resolution is being presented by City Council for Council’s review and approval.  This Resolution recognizes both the WSC and FAME, Inc. as integral to Wilmington’s continued success. It urges the Administration of the City of Wilmington to contribute to sustaining the capacity of both organizations and assuring that their endeavors continue to flourish by giving them full consideration in ARPA funding deliberations.

Synopsis:  This Resolution is being presented by City Council for Council’s review and approval.  This Resolution opposes the  appropriation of funding to the Gibraltar Mansion, its accompanying land, and structures by the City of Wilmington or through State bonds at this time.

Synopsis:  This Resolution is being presented by the Administration for City Council’s review and approval. This Resolution authorizes the City to accept the donation of two easements upon and over 610 South Market Street from the Riverfront Development Corporation of Delaware. The easements will enable the City’s Department of Public Works to perform, repair, maintenance, and replacement services for a drainage ditch and two reinforced concrete pipes that are essential for stormwater management in the City.

Synopsis:  This Ordinance is being presented by the Administration for Council’s review and approval.  This Ordinance amends Divisions 2, 3, and 4 of Article VI of Chapter 2 of the City Code to clarify the funding and appropriations provisions of the budget reserve account, the tax stabilization reserve, the water/sewer fund operation maintenance reserve, and the water/sewer fund rate stabilization reserve regarding (i) their respective calculation, (ii) the respective order of their funding, and (iii) the meaning of the term “appropriations” with respect to the aforementioned reserves.  It also provides for certain housekeeping matters for consistency, clarity, and conciseness.

Synopsis:  This Resolution is being presented by the Administration for Council’s review and approval. In this Resolution, City Council recognizes that the Chief of the Fire Department has represented that the manpower of the Fire Department has fallen below ninety-five percent (95%) of the number of firefighters set forth in the position allocation list attached to the fiscal year 2023 annual operating budget ordinance and has drafted a resolution calling for the commencement of an academy class for the Fire Department.

Synopsis:  This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Wilmington Police Department’s grant application to the United States Department of Justice, Edward Byrne Memorial Justice Assistance Grant Program for $223,454.00 in grant funding, which would be used to cover the salary for a civilian cold case investigator in addition to overtime costs as part of overall violent crime reduction efforts. No local matching funds are required.   

Synopsis:  This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Wilmington Police Department’s grant application to the State of Delaware Department of Safety and Homeland Security, Fund to Combat Violent Crime for $407,430.88 in grant funding, which would be used to cover overtime costs as a part of overall violent crime reduction efforts. No local matching funds are required.

Synopsis:  This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Wilmington Police Department’s grant application to the State of Delaware Department of Safety and Homeland Security for funding from the State Aid to Local Law Enforcement (“SALLE”) grant program in the amount of $33,763.72. The proposed grant funding would be used to cover the cost of advanced and specialized training for police officers. No local matching funds are required.

Synopsis:  This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Wilmington Police Department’s grant application to the State of Delaware Special Law Enforcement Assistance Program in the amount of $97,600.00. The proposed grant funds would be used to purchase Marine Unit equipment, replace an equipment trailer, replace two Unmanned Aerial Vehicles and purchase related accessories and communication headsets, and purchase electronic hearing protection equipment. No local matching funds are required.

Synopsis:  This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Wilmington Police Department’s grant application to the State of Delaware Special Law Enforcement Assistance Program in the amount of $205,492. The proposed grant funds would be used to replace tactical vests for members of the Crisis Management Tactical Team, forensic workstations and a laptop, a portable training facility, and inflatable devices for water rescues. No local matching funds are required.
