Synopsis:  This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Ordinance No. 22-031 to allow community support grants from the temporary City Council special fund to be made to for-profit small businesses to mitigate financial hardship arising from the COVID-19 pandemic.

An Ordinance to Amend Chapter 36 of the City Code to Regulate the After-Market Sale, Purchase and Repair of Automobile Catalytic Converters

Synopsis:  This Ordinance is being presented by City Council for Council’s review and approval.  This Ordinance prohibits the sale, purchase, repair, or installation of an after-market catalytic converter without proper documentation it was acquired by lawful means.

An Ordinance to Amend Chapter 2 of the City Code to Create a Procedure Whereby Residents May Petition the Department of Public Works to Conduct Traffic Studies and Install Traffic Calming Devices

Synopsis:  This Ordinance is being presented by City Council for Council’s review and approval.  This Ordinance permits twenty-five (25) or more residents of a designated census tract to submit a petition to the Commissioner of the Department of Public Works, or their designee, indicating residential street traffic issues that substantially affect the livability and safety of the community and requires the Commissioner of the Department of Public Works, or their designee, to conduct a traffic study when certain requirements are satisfied.

An Ordinance to Amend Chapter 4 of the City Code to Impose Civil Fines On Owners of Vacant Properties

Synopsis:  This Ordinance is being presented by City Council for Council’s review and approval.  This Ordinance makes the following amendments to Chapter 4 of the City Code: 1) changes the enforcement of Chapter 4 with respect to vacant buildings and structures from criminal enforcement to civil enforcement with civil fines for non-compliance; 2) removes imprisonment as a potential penalty in criminal enforcement proceedings; 3) provides that fines may be imposed for each week’s failure to correct violations rather than a daily fine; 4) sets forth requirements for the content and service of violations notices; 5) extends the time period in which to appeal a violation notice from 10 days to 20 calendar days; and 6) provides that the appeal fee shall be refunded if the appeal is successful.

This Resolution expresses strong support from the Wilmington City Council for the development of an online youth services directory. As residents increasingly rely on the internet for information about community resources, an online database for youth services can facilitate valuable connections between Wilmington’s youth and the organizations that serve their needs.

An Ordinance to Expand Eligible Uses of Community Support Grants Made by City Council

Synopsis:  This Ordinance is being presented by City Council for Council’s review and approval.  This Ordinance expands the eligible uses of community support funds awarded by Council.  This Ordinance permits community support funds to be awarded to non-profit organizations for use in Capital Projects such as the acquisition of real property, new construction projects, or improvements and renovations to existing buildings.

Amend Chapter 4 of the City Code to Create Payment Structure for Licensing Fees for Stationary Engineers and Firemen and to Reduce the Number of Persons on the Board of Examining Engineers from Three to Two

Synopsis:  This Substitute Ordinance, As Amended, is being presented by City Council for Council’s review and approval. This Substitute Ordinance amends Chapter 4 of the City Code by establishing fee structures for residents and nonresidents.  Further, it reduces the Board of Examining Engineers from three members to two.
