Synopsis: This Ordinance is being presented by City Council for City Council’s review and approval. This Ordinance Amends Chapter 34 of the City Code to establish a voluntary escrow program for tenants living in the City properties.

An Ordinance to Amend Chapter 45 of the City Code to Establish a Permanent Water Utility Assistance Program
Synopsis: This Ordinance is being presented by City Council for City Council’s review and approval. This Ordinance amends Chapter 45 of the City Code to create a permanent Water Utility Assistance Program that shall be administered by the Department of Finance. The Water Utility Assistance Program will provide eligible City utility customers with financial assistance to pay water and sewer bills. This Ordinance shall become effective on July 1, 2024.

An Ordinance to Amend Chapter 45 of the City Code to Require the Establishment of Water, Sewer, and Stormwater Rates and Charges for Consecutive Three-Year Periods
Synopsis: This Ordinance is being presented by City Council for City Council’s review and approval. This Ordinance amends Chapter 45 of the City Code to require the establishment of a schedule of water, sewer, and stormwater rates and charges for consecutive three-year periods beginning in the fiscal year that commences on July 1, 2023. In addition, it requires the Wilmington Water, Sewer and Stormwater Citizens Advisory Board to make recommendations to City Council for consecutive three-year schedules of water, sewer, and stormwater rates and charges.

Synopsis: This Ordinance is being presented by City Council for City Council’s review and approval. This Ordinance amends Chapter 5 of the City Code to extend the Sunday hours of operation of “non-conforming” liquor stores to match the hours of operation of commercially zoned liquor stores in the City.

An Ordinance to Amend Chapter 37 of the City Code to Reduce Civil Penalties for Certain Parking Violations and to Eliminate the Discount for Early Payment of Certain Penalties
Synopsis: This Ordinance is being presented by City Council for City Council’s review and approval. This Ordinance reduces the civil penalties for certain parking violations from $40.00 to $30.00. This Ordinance also eliminates the discount for early payment of civil penalties for certain parking and motor vehicle violations. Finally, this Ordinance extends the deadline to protest citations from twenty (20) to twenty-one (21) days.
