Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the City to authorize its option for a second year of service under Contract 18028PR – Summer Food Service Program – between the City of Wilmington and Preferred Meal Systems, Inc. for the summer of 2018 at the price of $1.52 per individual breakfast, $2.61 per individual lunch, $0.80 per individual snack, and $2.61 per individual supper.

An Ordinance to Authorize and Approve a Multi-Year Contract between the City of Wilmington and Environmental Systems Research Institute, Inc.
Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the execution of a license agreement between the City of Wilmington and Environmental Systems Research Institute, Inc. for access to software to apply geographic information system technology to many operational and technical areas within the City (the “Contract”) for the period of three (3) years from November 1, 2017 through October 31, 2020, at an annual price of Fifty Thousand Dollars ($50,000.00) for a total price of One Hundred Fifty Thousand Dollars ($150,000.00).

Amend Chapter 2 of the City Code Regarding the Allocation, Approval and Notification of Grant Awards
Synopsis: This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Chapter 2 of the City Code regarding the awarding of grant funding, to clarify the threshold for particular reporting requirements for City grants. In addition, this Ordinance adds a new section in Chapter 2 to require approval by resolution of City Council any grants of $5,000 or more awarded by the Office of the Mayor, City Council or the City Treasurer, as well as a new provision to require written notification to the City Council Finance Committee of any awarded grants under $5,000 by those entities. This Ordinance is intended to enhance the transparency and accountability of the process of awarding grant funding to support causes of community benefit and importance.
