Synopsis:  This Resolution is being presented by City Council for Council’s review and approval.  This Resolution issues a public reprimand to Councilwoman Zanthia Oliver for a second ethics violation found by the Wilmington Ethics Commission.  It further informs the public of the steps City Council has taken to regain the public trust.

A Resolution Requesting a Comprehensive Assessment of the Impact of Red-Light Camera Ticketing on the Safety and Equity of City Residents

SynopsisThis Resolution is being presented by City Council for Council’s review and approval. Nationally, the use of red-light camera programs has declined, along with public support of such programs, due to concerns about disparate impacts on minority communities. This Resolution urges the Administration to make the necessary budgetary appropriations to commission a professional consultant to assess the safety and equity impacts of the City’s red light ticket program by December 31, 2024.

SynopsisThis Resolution is being presented by City Council for Council’s review and approval. The Wilmington City Council 2022-2025 Strategic Plan lists “Parking Enforcement” as an essential component of maintaining a “Resident and Visitor Friendly Wilmington.” In furtherance of that goal, this Resolution encourages the Administration and relevant departments to conduct a comprehensive audit of parking tickets, towing, and the booting process before December 31, 2024.

Synopsis:  This Substitute Ordinance is being presented by City Council for Council’s review and approval. This Substitute Ordinance amends Chapter 45 of the City Code to prohibit the Department of Finance from instituting monitions actions against City utility  customers whose debts consist solely of unpaid water, sewerage, and stormwater fees, interest, penalties, and costs. This Substitute Ordinance shall become effective on July 1, 2024.

A Resolution Appointing the Members of the Residency Taskforce Pursuant Substitute No. 2 to Ordinance No. 23-040, As Amended

Synopsis:  This Resolution is being presented by City Council for Council’s review and approval. Pursuant Substitute No. 2 to Ordinance No. 23-040, as amended, established a Residency Taskforce consisting of nine (9) members, three (3) of whom are appointed by the Mayor and six (6) by the Council President, including one (1) member from the Department of Human Resources, one (1) member of the Administration, and at least three (3) members of the public who reside in the geographical boundaries of the City of Wilmington. This Council appoints five (5) members of the public to the Residency Taskforce. The members of the Taskforce will submit a final Report, no later than July 1, 2024, with recommendations on attracting residents to fill City vacancies and easing barriers to residencies for new hires to City employment.

Synopsis:  This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the City to issue tax-exempt and/or federally taxable revenue bonds (the “Bonds”) for the financing of a project for Salesianum School, Inc. (the “School”).  The Bonds will be special revenue obligations of the City, payable exclusively from (i) payments made by the School under a bond purchase and loan agreement entered into between the School and a lender selected by the School, (ii) a promissory note executed by the School and delivered to the City in the aggregate amount of the Bonds,  and (iii) available funds under a limited continuing guaranty from OSFS Real Estate Trust, a Delaware charitable trust.
