Synopsis: This Resolution is being presented by City Council for Council’s review and approval. In alignment with the 2022-2025 Wilmington City Council Strategic Plan goal of supporting a “Wilmington for All Ages,” this Resolution approves grant funding to New Shoes Inc. from City Council President Ernest “Trippi” Congo, II’s Community Support Discretionary Funds totaling $2,500 for the Cool Shoes Inc. 14th annual Christmas toy drive.

In alignment with the 2022-2025 Wilmington City Council Strategic Plan, which prioritizes a “Prosperous and Sustainable Wilmington.” This Resolution accepts the considerations submitted by the Wilmington City Council Residency Taskforce, herein included as Attachment A, into the public record.

A Resolution Encouraging the Administration to Organize a Wilmington 250 Initiative in Honor of Independence Day
Synopsis: This Resolution is being presented by City Council for Council’s review and approval. In accordance with the 2022-2025 Wilmington City Council Strategic Plan goal of a “Connected, Informed, and Engaged Wilmington,” this Resolution encourages the Administration to develop an initiative to facilitate a Wilmington 250 commemoration of the semiquincentennial of the signing of the Declaration of Independence. The Wilmington 250 initiative should involve collaboration with institutions and experts, including but not limited to the City’s Historic Preservation Planner and the Delaware Historical Society, to produce initiatives that reflect the distinctiveness of our City’s story.

Authorizing the Issuance of the City’s General Obligation Bond (Adams Street Green Infrastructure Project), Series C of 2024- WPCRF, in Order to Provide the Funds Necessary for the Installation of Three (3) Bioretention Gardens, 1900 Linear Feet of Stormwater Pipe, Sixteen (16) Manholes, and Five (5) Trench Drains Located in and Around the Adams Street Courts at 210 North Jackson Street; Providing for the Sale of the 2024C Bond to the Delaware Water Pollution Control Revolving Fund; and Authorizing Other Necessary Action
Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the issuance of a General Obligation Bond (Adams Street Green Infrastructure Project), Series C of 2024-WPCRF, in an amount not to exceed $2,000,000 (the “2024C Bond”), which will be sold to the Delaware Water Pollution Control Revolving Fund in order to (i) finance the installation of three (3) bioretention gardens, 1900 linear feet of stormwater pipe, sixteen (16) manholes, and five (5) trench drains located in and around the Adam Street Courts at 210 North Jackson Street, as set forth in the City’s capital budgets for its Fiscal Years ending June 30, 2020 and June 30, 2022, (ii) pay administrative costs relating to such capital projects, and (iii) pay the costs of issuing the 2024C Bond.

A Resolution Respectfully Requesting That the Delaware General Assembly Make Provisions for the City of Wilmington to Receive an Allocation From, or Be Granted Authority to Levy a Tax on, Recreational Marijuana Revenues to Better Address the Residual Harms of the War on Drugs in the City of Wilmington
Synopsis: This Resolution is being presented by City Council for Council’s review and approval. In accordance with the 2022-2025 Wilmington City Council Strategic Plan goal of promoting a “Prosperous and Sustainable Wilmington” for the benefit of all residents, this Resolution respectfully requests that the Delaware General Assembly make provisions for the City of Wilmington to receive a direct allocation, or be accorded with the authority to levy a municipal tax on, recreational marijuana revenue to bolster the City’s capacity to develop more holistic support systems that benefit Disproportionately Impacted Areas (DIAs).
