Amend Chapter 5 of the City Code to Require Funeral Service Providers to Provide a Probate Information Sheet to Personal Representatives of a Decedent
Synopsis: This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance adds a new article under Chapter 5 of the City Code and requires funeral service providers to provide an informational sheet or packet regarding how to probate estates to the decedent’s family or other representatives with whom funeral services are arranged. Many City residents are unaware of the need to probate estates or the benefits associated therewith, which contributes to title disputes for properties within the City. This Ordinance, by providing City residents access, through funeral service providers, to probate information, would facilitate smoother transfers of estate assets and reduce potential title disputes.

A Resolution Authorizing the Mayor to File a Third Substantial Amendment to the City Fiscal Year 2024/Federal Fiscal Year 2023 Annual Action Plan with the U.S. Department of Housing and Urban Development
Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Mayor, or his designee, to file a Third Substantial Amendment to the City Fiscal Year 2024/Federal Fiscal Year 2023 Annual Action Plan with the U.S. Department of Housing and Urban Development that (i) deletes the CDBG street improvement project and delivery costs funded for the streets near the Villa Maria project until a later date when the project is closer to implementation; (ii) terminates the CDBG Code Repair Program; (iii) reduces the CDBG Home Repair Program Delivery by $130,000; and (iv) adds $450,000 in reallocated CDBG funds to the New Castle County Lead-Hazard and Healthy Homes program.

Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Mayor, or his designee, to file a First Substantial Amendment to the City Fiscal Year 2025/Federal Fiscal Year 2024 Annual Action Plan with the U.S. Department of Housing and Urban Development that (i) deletes the $15,000 CDBG grant to the Delaware Center for Horticulture (“DCH”) for its Branches to Chances Re-Entry Program because DCH declined the grant and (ii) adds a $15,000 CDBG grant to the YWCA Delaware (Home Life Management Center) (“YWCA”) for the YWCA’s homeless shelters for victims of domestic violence.
