Synopsis: This Resolution is being presented by the Administration for City Council’s review and approval. If approved, Council would be authorizing the City Administration to accept a $477,163 grant for a Child and Adult Care Food Program to be administered by the Parks and Recreation Department at various locations around the City from October 6, 2014 through May 31, 2015. This grant is from the Federal government and comes to the City through the State of Delaware. While there is no local match of funds required for this grant, the City is required to pay food program vendors and then be reimbursed by the other governments.

Synopsis: This Ordinance is being presented by the Administration for City Council’s review and approval. If approved, Council would be authorizing a change to the Official City Map of Wilmington to remove a portion of New Street from the map. The portion of New Street that is affected is near Vandever Avenue, Palmers Row and Mabel Street and is owned by Delmarva Power. The utility recently renovated a substation at the site based on a City Design Review and Preservation Commission (DRPC) recommendation. The affected portion of New Street is now completely surrounded by the substation, thus the need to remove that portion from the official map. The City Planning Commission will review this Ordinance at its October 21 meeting.

Synopsis: This Ordinance is being presented by the Administration for City Council’s review and approval. If approved, Council would be approving a subdivision plan known as Walnut Ridge, located at 15th and Walnut Streets, to create nine parcels for residential development. The Ordinance would also add a street to the Official City Map known as Koinonia Drive. The City Planning Commission will consider this Ordinance at its October 21 meeting.

Synopsis: This Resolution is being presented by the Administration and City Council for CityCouncil’s review and approval. If approved, Council would be authorizing the Administration to submit an application to the State by November 1 requesting that Wilmington be designated as an official development district under the State’s Downtown Development District Act. This new law was enacted during the last session of the Delaware General Assembly. If Wilmington is designated, a development plan assembled by the Administration, Council and community representatives would be entitled to certain state government funding supports in order to achieve the development goals listed in the plan.

Synopsis: This Ordinance is being presented by City Council for Council’s review and approval.If approved, Council would be authorizing a property tax exemption for a property owner who qualifies under certain conditions as a caretaker to another person. Currently, the City offers a tax exemption for elderly and/or disabled individuals that is calculated on the first $40,500 of the assessed value of a property. This ordinance would allow qualified caregivers to be eligible for a similar property tax exemption. Whereas, however, an elderly and/or disabled property owner may apply for an exemption for a three-year period after which time they may re-apply, a qualified caregiver would be eligible for only a one-year exemption and would have to re-apply each year to keep that exemption. The new category of caregiver is defined as a property owner whose family member is chronically ill, disabled, or is otherwise unable to perform the critical tasks of personal care necessary for everyday survival. If this Ordinance is approved by Council and signed by the Mayor, it will become effective on December 1, 2014 and will carry a five-year sunset provision that would make it effective only until December 1, 2019, unless it is extended by ordinance.

Synopsis: This Ordinance is being presented by Administration for Council’s review and approval. If approved, Council would be authorizing as change in the City’s Position Allocation List as it relates to the Office of the City Auditor. In particular, the appointed position of“Auditing Administrative Assistant” would be removed from the list and a merit position entitled “Staff Auditor” with a pay grade of “P” would be added to the list. In addition, the title of“Senior Auditor-IT” would be changed to “Senior Auditor” with no change in pay grade. There is no fiscal impact to the FY 2015 City Operating Budget as a result of these changes.

Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing the Administration to issue up to $1 million of General Obligation Bonds to finance the acquisition of containers to be used for the City’s curbside recycling program and for the disposal/collection of solid waste materials. This Ordinance would also pay the costs associated with the issuance of the Bonds.

Synopsis: This Ordinance is being presented by the Administration for City Council’s review and approval. If approved, Council would be authorizing the rezoning of five areas within the Baynard Boulevard Analysis Area and the respective amendments to the Comprehensive Plan.
