Synopsis:  This Ordinance is being presented by the City Council for Council’s review and approval. This Ordinance further formalizes and clarifies the process by which City Council can name or rename facilities by setting forth general criteria for such recognition.

Synopsis:  This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes a grant application of the Department of Parks and Recreation through CityFest, Inc. to the Bank of America Charitable Foundation in the amount of $65,000.00. The funds will be used to support the City’s 2018 Summer Career Development Program formally known as the Summer Youth Employment Program. There is no local match required.

Synopsis: This Ordinance is being presented by the City Council for Council’s review and approval. This Ordinance amends Chapter 35 of the City Code to expand the authority and enhance the structure of the Wilmington Civil Rights Commission to help protect and fulfill the full range of universal human rights as enumerated in the Universal Declaration of Human Rights (UDHR) and to locally implement the principles of the United Nations Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW). The Ordinance also provides more specific guidelines to govern the Commission’s structure, composition and procedures.

Synopsis:  This Resolution is being presented by the City Council for Council’s review and approval. This Resolution emphasizes the importance of public safety and the need to strengthen and enact trauma-informed practices to better support children exposed to violence. Further, the Resolution calls upon collaborative efforts between the Mayor, district superintendents, school boards and community organizations to create communities sensitive to the effects of trauma raise and support relationships that can facilitate trauma recovery.

Synopsis:  This Resolution is being presented by the City Council for Council’s review and approval.  This Resolution calls for the   elimination of pre-Kindergarten through second grade out-of-school suspensions. Further, this Resolution encourages school districts to explore and utilize restorative practices as an alternative to traditional school disciplinary measures to ensure consequences are applied to a child’s misbehavior in a way that supports personal growth and positive learning opportunities for all students.

Synopsis:  This Resolution is being presented by the City Council for Council’s review and approval. This Resolution calls for the adoption of a K-12 Ethnic Studies curriculum in school districts operating in and serving students from the City of Wilmington. Research indicating increases in student attendance, GPAs and credits earned towards graduation, pair favorably with citywide education reform efforts aimed at addressing racial disparities in K-12 educational achievement.

Synopsis:  This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the removal of a portion of Downing Drive  from the Official City Map.  This Ordinance also accepts the dedication of a cul-de-sac at the terminus of Downing Drive to the City and authorizes its addition to    the Official City Map.

Synopsis:  This Ordinance is being presented by the City Council for Council’s review and approval. This Ordinance authorizes the City to enter into an Educational Access Channel Agreement with the Red Clay Consolidated School District. The Educational Access Channel Agreement provides that the Red Clay Consolidated School District shall operate and manage an educational access channel under the City’s cable franchise agreement with Comcast for a two year period commencing on July 1, 2018 and ending on June 30, 2020. There will be no annual cost to the City under the Educational Access Channel Agreement.

Synopsis:  This Ordinance is being presented by the City Council for Council’s review and approval. This Ordinance amends Chapter 2 of the City Code related to storage requirements for tapes of Council meetings. This Ordinance would ensure that videos of standing committee meetings are included, and that language is inclusive of electronic video footage, consistent with applicable provisions of State law, and accounting for advancements in technology and the modernization of the City’s television station.

Synopsis:  This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance sets the property tax rate for Fiscal Year 2019 (July 1, 2018 – June 30, 2019) based on the certification by the Board of Assessment of   the assessed valuation of taxable real property in the City and the Mayor’s  estimates of revenue measures necessary to balance the City budget as required by the City Charter. There is no change to the property tax rate.

Synopsis:  This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance enacts Water, Sewer, and Stormwater charges and rates for Fiscal Year 2019.  In addition, this Ordinance amends monthly facilities charges. 

Synopsis:  This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance enacts the Capital Program for the Six Fiscal Years 2019-2024.

Synopsis:  This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance enacts the Fiscal Year 2019 Capital Budget, which being an alternating year, contains zero dollars.

Synopsis:  This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance enacts the annual Operating Budget for Fiscal Year 2019.

Synopsis:  This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the City to enter into a contract with USI Insurance Services LLC for life and health insurance brokerage services for the term of one (1) year from July 1, 2018 through June 30, 2019 at an estimated price of One Hundred Thirty-Five Thousand Dollars ($135,000.00), with the possibility of three (3) extensions of one (1) year each thereafter upon the same terms and conditions.

Synopsis:  This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the City to enter into a contract with USI Insurance LLC for property and casualty insurance brokerage services for the term of one (1) year from July 1, 2018 through June 30, 2019 at an estimated price of Sixty Thousand Dollars ($60,000.00), with the possibility of three (3) extensions of one (1) year each thereafter upon the same terms and conditions.

Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance amends Chapter 5 of the City Code by amending Section 5-102A thereof to extend the expiration date of the City’s head tax abatement/exemption program until June 30, 2023.

Synopsis:  This Resolution is being presented by the Administration for Council’s review and  approval. This Resolution authorizes a grant application of the Department of Planning and Development to the Delaware Department of State, Division of Historical and Cultural Affairs in the amount of $7,932 to continue the City’s Historic Preservation Planning Program, which has been in existence for over 30 years.

Synopsis:  This Resolution is being presented by the City Council for Council’s review and approval. This Resolution offers support toward the ACLU’s Campaign for Smart Justice – a multiyear effort to reduce the U.S. jail and prison population by 50%, combat radical disparities in the criminal justice system by challenging the injustices that have helped make America the world’s largest incarcerator.

Synopsis: This Resolution is being presented by the City Council for Council’s review and approval. This Resolution encourages the Mayor to sub-name the 1200 block of North Heald Street as “Edward L. Loper, Sr. Boulevard”, in recognition of the renowned artist and teacher’s significant contributions to the City of Wilmington.

Synopsis:  This Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Wilmington Police Department’s application for a grant from the Delaware Criminal Justice Council in amount of $151,362.00.  The funds will be used to fund a Crime Analyst and Consultant for a Strategic Intervention Plan to combat violent crime in Wilmington. No local matching funds are required.

Synopsis:  This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the execution of Contract 19001EMPS – Building Management Services at the Emergency Operation Center – between the City of Wilmington and Asset Management Alliance, LLC for the period of one (1) year from July 1, 2018 through June 30, 2019, at an estimated price of Ninety Eight Thousand Five Hundred Eight Dollars ($98,508.00), with the possibility of three (3) additional extensions of one (1) year thereafter at the same annual price, at the option of the City.
