This Resolution is being presented by the Administration for City Council’s review and approval. If approved, the Council would be authorizing the Department of Real Estate and Housing to purchase a property at 216 West 23rd Street for $52,470 from the current owners, Steven and Shirley Brown. The City will renovate the property and sell it to a person or family that will live at the property.

This Ordinance is being presented by the Administration and City Council for Council’s review and approval. If approved, Council would be authorizing the Administration to enter into a 50-year lease (with an option for an additional 50 years) to enable Salesianum School to conduct an estimated $15 million to $20 million renovation of Baynard Stadium and to serve as the manager and operator of the stadium.

This Ordinance is being presented by the Administration for City Council’s review and approval. If approved, the Council would be amending the City’s Zoning Map to rezone fifteen (15) parcels of land in South Wilmington. The parcels would be rezoned to W-4 which would permit waterfront residential/commercial development from the current zoning of M-1, which permits light manufacturing development.

This Resolution is being presented by the Administration for City Council’s review and approval. If approved, the Council would be authorizing a public hearing to be held at 6:30 p.m. on Thursday, December 1, 2016 for the purpose of receiving comments from citizens about amendments to the South Wilmington Neighborhood Comprehensive Plan. This particular Comp Plan was adopted by City Council in May of 1959 and was last amended in May of 2008.

If approved, the Council would be authorizing a public hearing at 6:30 p.m. on Thursday, December 1, 2016 to accept public comments regarding amendments to the City’s Zoning Map. Specifically, fifteen (15) parcels of land in South Wilmington would be rezoned to W-4 which would permit waterfront residential/commercial development from the current zoning of M-1, which permits light manufacturing development.

This Ordinance is being presented by the Administration and City Council for Council’s review and approval. If approved, the Council would be amending the City’s laws with regard to the treatment, care, control and licensing of animals to adopt language that is consistent with the State of Delaware’s animal welfare laws. Because the licensing of animals and other laws regarding animals is conducted by the State, it is important for regulations and enforcement purposes that City law be aligned with State law. The new language adds provisions regarding an animal being declared dangerous or potentially dangerous as well as provisions regarding liability for a dog owner for impoundment of a dangerous animal.

This Ordinance is being presented by the Administration and City Council for Council’s review and approval. If approved, the Council would be authorizing the City Administration to sign a Memorandum of Understanding with the Wilmington Neighborhood Conservancy Land Bank governing the relationship and collaboration between the two entities. The MOU encompasses such topics as City funding for the Land Bank, the transfer of City-owned properties to the Land Bank and annual reports and other information to be made available to the City.

This Ordinance is being presented by City Council for Council’s review and approval. If approved, the Council would be authorizing an appropriation for $30,000 from the City’s Unassigned Fund Balance for the Council Organizational Fund. This Fund would pay for expenses related to orientation, education and information for newly elected and/or re-elected Members of Council who will become Members of the next session of City Council on the Tuesday following the first Monday in January following an election.

This Ordinance is being presented by City Council for Council’s review and approval. If approved, the Council would be authorizing an appropriation of $25,000 from the City’s Unassigned Fund Balance to be used by the City’s Treasurer-Elect for a transition process.

This Ordinance is being presented by the Administration for City Council’s review and approval. If approved, the Council would be amending the City’s building and housing codes to convert enforcement of the codes from a criminal enforcement process to a civil enforcement process.

This Ordinance is being presented by the Administration for City Council’s review and approval. If approved, the Council would be authorizing the Administration to enter into a 36- month contract with Comcast at cost of $99,360. The contract, known as an Ethernet Transport Services Agreement, would upgrade the connection for all of the City’s Fire Stations with the City’s telecommunications network.

This Resolution is being presented by the Administration for City Council’s review and approval. If approved, the Council would be authorizing the Administration to apply for a $82,828 grant from the Delaware State Housing Authority to be used for emergency home repairs for single family and attached homes throughout the City.

This Ordinance is being presented by City Council for Council’s review and approval. If approved, Chapter 40 of the City Code would be amended to define and then add a “lame-duck period” of time during which no appointed City employee may be selected, reclassified or otherwise placed into a vacant position in the classified service, unless there is an emergency certified by the Director of Human Resources and approved by the Administrative Board. Any appointee who applies for a position in the classified service could be considered for the position, as would any other applicant, but only after the conclusion of the lame-duck period. If no appointee applies for a vacant position, then the selection process for that position may proceed during the lame-duck period. The legislation is intended to keep the employee selection process free of political influence or advantage assuring that the most qualified applicant is selected for a position of employment with the City of Wilmington.
