Authorize the Issuance of the City's General Obligation Bonds or a General Obligation Anticipation Note, in Order to Provide the Funds Necessary to Finance Streets Repairs and Improvements of Various Streets and Roadways Located within the City Limits; Providing for the Sale of the Bonds or the Note; and Authorizing Other Necessary Action

Synopsis: This Ordinance is being presented by Administration for Council’s review and approval. This Ordinance authorizes the issuance of up to $5,000,000 aggregate principal amount of General Obligation Bonds (the “Bonds”) and up to $5,000,000 aggregate principal amount of a General Obligation Bond Anticipation Note (Street Repairs Project), Series 2018 in order to provide permanent and temporary financing, respectively, for street repairs and improvements of various streets and roadways located within the city limits and to pay the costs associated with issuance of the Bonds or the Note. The estimated issuance costs from the issuance of the Bonds or Note is expected to be approximately $15,000.

A Resolution Regarding the Wilmington Police and Fire Departments Commencing a Police and Fire Academy Classes*

Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. If approved, Council would recognize that the Chief of the Police Department and the Chief of the Fire Department have represented that the manpower of the respective Departments have fallen below ninety-five percent of the number of police officers and firefighters set forth in the position allocation list attached to the fiscal year 2019 annual operating budget ordinance and have drafted a resolution calling for the commencement of academy classes for the Police Department and Fire Department.
