A Resolution Approving the Acceptance and Use of Federal Grant Funds Received by the City of Wilmington from the State of Delaware fro the Child and Adult Care Food Program fro the Period of October 1, 2013 through September 30, 2014
Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. If approved by Council, the City would be authorized to accept a $500,000 Federal grant to fund the Child and Adult Care Food Program for the period of October 1, 2013 through September 30, 2014. The program is operated annually by the Department of Parks and Recreation. The City has already been approved for the grant by the Delaware Department of Education. The City will pay the food vendor for the Child and Adult Care Food Program with City funds and then be reimbursed by the Federal government through the State of Delaware for payments. There is no financial impact on the City for its participation in this program as long as the City complies with all Federal and State requirements attached to the Food Program.

Amend Chapter 4 of the City Code to Approve the Adoption of the 2012 International Code Council's International Building, Residential, Mechanical and Plumbing Codes and the City's Amendments Thereto to be Set Forth in Chapter 4 of the City Code
Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. If approved by Council, the City of Wilmington, through the Department of Licenses and Inspections, would conduct building inspections and reviews for residential and business construction according to the International Code Council’s 2012 edition of the building code. This edition of the code would replace the 2003 edition under which the City has been conducting reviews and inspections. The new code will provide an updated level of protection for the citizens of Wilmington regarding the construction and safety of buildings while at the same time meeting the standards of today’s construction industry. The revised code has been reviewed and tested nationally to ensure the safety of occupants that dwell within structures and to hold those entities that build structures to the new code standards. The 2012 edition of the building code takes into consideration advances in construction technology, allowing for newer and safer methods of building construction, maximizing safety while allowing for the construction of more economically feasible buildings.
