Coby Owens is a passionate community organizer and advocate from Wilmington, Delaware. Born and raised in the city, Coby was elected to the 1st District Wilmington City Council seat in 2024, where he is committed to creating positive change and strengthening communities.

In his professional role as Advocacy Manager for the Metropolitan Wilmington Urban League, Coby works to amplify voices and create opportunities for those in need. He is deeply involved in local activism and civic engagement, currently serving as the First Vice Chair of the Delaware

Democratic Party, President of the Board of Directors for the Police Athletic League of Wilmington, and as a member of the Executive Committee of the Delaware NAACP.

Coby also serves on the Board of the First State Abortion Fund and has held leadership roles with the Delaware Sierra Club and Delaware Common Cause. A believer in the power of “Good Trouble,” Coby is dedicated to fighting for justice, equality, and a more vibrant future for all Delawareans.

  • Community Development & Urban Planning

  • Public Works & Transportation

Council Member Owens is also a member of the Cable, Video and Telecommunications Commission.
