Synopsis: Approval of this Resolution by City Council would allow the City Parks and Recreation Department to accept a $560,000 grant from the Delaware Department of Education to fund a Summer Food Service Program. This food service program would be available to youth who are involved in both City and non-City summer youth programs. There is no financial impact on the City by the acceptance of this grant.

A Resolution Respectfully Urging the Delaware General Assembly to Create a Community Court, Thereby Affording Nonviolent Defendants Alternatives to Incarceration and an Opportunity to Prevent the Reoccurrence of Criminal Behavior
Synopsis: Approval of this Resolution by Council would urge the General Assembly to establish a Community Court. The Community Court concept couples the standard judicial process with a variety of social services to make services such as GED education, truancy prevention, job placement assistance, etc., available to non-violent defendants. The goal of the Community Court concept is to reduce recidivism and reduce or eliminate the socio-economic problems that cause citizens to come before the court for adjudication.

A Resolution Respectfully Urging the Delaware General Assembly to Enact Legislation which Requires Liability Insurance to Lawfully Own and Possess a Firearm
Synopsis: Approval of this Resolution by Council would urge the Delaware General Assembly to adopt a law requiring Delawareans to obtain liability insurance in the amount of no less than $250,000 before being allowed to obtain a license to own a firearm. Such an insurance policy would cover any and all damages resulting from negligent or willful acts involving the use of a firearm. Persons who already own a firearm would be required to obtain liability insurance within 30 days after passage of such a State law by the General Assembly.

A Resolution Requesting a Moratorium on Non-Profit Group Homes within the City of Wilmington
Synopsis: Approval of this Resolution by Council requests that the Governor and the State Secretary of Health and Social Services impose a moratorium on funding any additional non-profit group homes within the City of Wilmington until a more stringent review process is put into place for all existing group homes currently sanctioned, licensed or funded by the State of Delaware. This Resolution seeks to address issues such as crime, vagrancy and neighborhood destabilization that have become serious issues in Wilmington due to the proliferation of non-profit group homes.
