A Resolution Issuing a Public Reprimand of Council Member Zanthia Oliver for City of Wilmington Ethics Violations

Synopsis:  This Resolution is being presented by City Council for Council’s review and approval.  This Resolution issues a public reprimand to Councilwoman Zanthia Oliver for a second ethics violation found by the Wilmington Ethics Commission.  It further informs the public of the steps City Council has taken to regain the public trust.

A Resolution Requesting a Comprehensive Assessment of the Impact of Red-Light Camera Ticketing on the Safety and Equity of City Residents

SynopsisThis Resolution is being presented by City Council for Council’s review and approval. Nationally, the use of red-light camera programs has declined, along with public support of such programs, due to concerns about disparate impacts on minority communities. This Resolution urges the Administration to make the necessary budgetary appropriations to commission a professional consultant to assess the safety and equity impacts of the City’s red light ticket program by December 31, 2024.

A Resolution for an Audit of Parking Tickets, Towing, and Booting

SynopsisThis Resolution is being presented by City Council for Council’s review and approval. The Wilmington City Council 2022-2025 Strategic Plan lists “Parking Enforcement” as an essential component of maintaining a “Resident and Visitor Friendly Wilmington.” In furtherance of that goal, this Resolution encourages the Administration and relevant departments to conduct a comprehensive audit of parking tickets, towing, and the booting process before December 31, 2024.

A Resolution in Support of Delaware General Assembly House Bill 50 - An Act to Amend Title 11 of the Delaware Code Relating to Theft

Synopsis:  This Resolution is being presented by City Council for Council’s review and approval.  Porch Piracy has garnered national attention as close to one in ten Americans have had a package stolen from them. As package theft from independent carriers follows state law, states are taking the initiative to punish those who steal packages. Delaware has put House Bill 50 on their Ready List to vote. The Council supports the passage of the bill to ensure the security of private property.

SynopsisThis Resolution is being presented by the  Administration for Council’s review and approval. This Resolution confirms Mayor Michael S. Purzycki’s appointment of Lawrence Carson to the Board of Directors of the Wilmington Parking Authority to serve as member of said Board for the remainder of a five-year term set to expire on June 30, 2025.

An Ordinance to Amend Chapter 34 of the City Code to Provide for Short-Term Residential Rental Regulations

Synopsis:  This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Chapter 34 of the City Code by establishing comprehensive regulations for short-term residential rentals, which is defined to mean all or any portion thereof of a residential dwelling unit which is advertised or held out to the public as a place regularly rented for dwelling, lodging or sleeping purposes with a duration of occupancy of thirty (30) consecutive days or less. Hotels, motels, and other land uses specifically exempted from the provisions of this article are not considered to be short-term rentals.

A Resolution Approving the Police Department’s Grant Application to the State of Delaware Criminal Justice Council to Support the Wilmington Police Department’s Partners in Care Program

SynopsisThis Resolution is being presented by the Administration for Council’s review and approval. This Resolution authorizes the Wilmington Police Department’s grant application to the State of Delaware Criminal Justice Council in the amount of $363,000. The proposed grant funds would be used to support the Department’s Partners in Care co-responder program, which pairs mental health clinicians with police officers to respond to calls for service to support individuals experiencing a crisis. Funding would support the continuation of the City’s contract with Christiana Care Health Systems, as well as training for program staff, the purchase of equipment, and other expenses related to this program. No local matching funds are required.

A Resolution Approving the Wilmington Police Department’s Grant Application to the State of Delaware Special Law Enforcement Assistance Fund for Equipment

SynopsisThis Resolution is being presented by the  Administration for Council’s review and approval. This Resolution authorizes the Wilmington Police Department’s grant application to the State of Delaware Special Law Enforcement Assistance Fund in the amount of $40,000. The proposed grant funds would be used to purchase: (i) a generator to support the Department’s Crisis Management Hostage Negotiation Team vehicle; (ii) a Velox computer to store and preserve digital forensic evidence; and (iii) two (2) unmanned aerial vehicles to replace outdated equipment. No local matching funds are required.
