An Ordinance to Amend Chapter 40 of the City Code Regarding the Responsibilities and Duties of the Director of Human Resources (Employment Referral Registry)
Synopsis: This Ordinance is being presented by City Council for its review and approval. If approved, Council would be amending Chapter 40 of the City Code to establish a “City to Work Registry.” The registry would be a compilation of City residents who applied for a City government position, but were unsuccessful in achieving the position. Under this Ordinance, the City’s Department of Human Resources would be required to update the registry every six months and forward the names on the registry to any temporary employment agency doing business with the City in an effort to enable the unsuccessful City government job candidates to obtain employment with the temporary agency.

Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing the City to proceed with the acquisition of the Finger-Gordon property in South Wilmington. The City would contribute $808,833 of the total $1.5 million purchase price to obtain approximately 20-acres of land which would become part of the planned South Wilmington Wetlands and Flood Mitigation Program.

Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing the issuance of up to $4,370,000 of General Obligation Bonds in order to provide financing for the acquisition and restoration of the South Wilmington Wetlands Project, the placement of such land in permanent conservation to help address flooding concerns, and provide significant water quality and recreation benefit to the City. Council would also be authorizing the payment of costs associated with the issuance of the Bonds.

If approved, Council would be authorizing the issuance of up to $4 million General Obligation Bonds to provide financing for the Wilmington Housing Partnership (WHP) to acquire, construct or rehabilitate housing in Wilmington. The new financing would also enable the WHP to refinance the outstanding amount of the City’ General Obligation Bond Series 2010. Part or all of the proceeds for the bond sale will be a loan to the WHP.

An Ordinance to Amend Chapter 40 of the City Code Regarding the Donated Leave Program
Synopsis: This Ordinance is being presented by City Council for its review and approval. If approved, Council would be revising Chapter 40 of the City Code to allow eligible City employees to donate their earned sick or vacation days directly to fellow City employees which they designate. The current City Code only allows employees to donate their earned sick or vacation days to the City’s Donated Leave Bank which are then distributed to other employees per policies developed by the Department of Human Resources.
