Synopsis:  This Resolution is being presented by City Council for Council’s review and approval. In accordance with the Wilmington City Council’s 2022-2025 Strategic Plan goal of a “Resident and Visitor Friendly Wilmington,” this Resolution urges the honorable members of the Delaware General Assembly to support House Bill 351, An Act to Create a New Chapter in Title 21 Pertaining to the Towing of Vehicles Without Consent of the Owner or Operator. This bill mandates crucial requirements including the documentation of unauthorized parking with photographic evidence, transparent display of towing and storage rates, and imposition of reasonable fees.

This Resolution formally accepts the report issued by the Fines and Fees Taskforce, or the “Taskforce,” pursuant to Resolution 22-069 as amended and Resolution 23-067, which approved a modified timeline for submission of the Taskforce findings and recommendations by March 31, 2024.

Synopsis:  This Resolution is being presented by the Administration for Council’s review and approval. This Resolution approves the City’s application for a five-year renewal of its Downtown Development District Designation and supports the submission of the application to the State of Delaware.

Synopsis:  This Resolution is being presented by City Council for Council’s review and approval. This Resolution urges the Delaware General Assembly to pass House Bill 125, An Act to Amend Title 14 of the Delaware Code Relating to Free School Meals, which will alleviate financial burdens of households with school-aged children and combat food insecurity by ensuring free and nutritional school meals for public school students in the City of Wilmington and in the State of Delaware.

Synopsis:  This Resolution is being presented by City Council for Council’s review and approval.  This Resolution expresses strong favor for Senate Substitute 2 for Senate Bill 4 (SS 2 for SB 4), An Act to Amend Title 11, Title 13, and Title 29 of the Delaware Code Relating to the Criminal Justice System, Including Probation. SS 2 for SB 4 reinforces the Delaware Department of Correction’s progress in reducing recidivism by incorporating probation and parole strategies that it has demonstrated to be successful into the Delaware State Code.

Synopsis:  This Resolution is being presented by City Council for Council’s review and approval.  In alignment with the Wilmington City Council’s 2022-2025 Strategic Plan Goal of supporting a “Healthy Wilmington,” this Resolution urges the members of the Delaware General Assembly to support House Bill 313 (HB 313), An Act to Amend Title 11 of the Delaware Code Relating to Mammograms, to reduce barriers to humane, equitable healthcare for female inmates in Delaware.

Synopsis:  This Resolution is being presented by City Council for Council’s review and approval.  This Resolution expresses favor for House Substitute 1 for House Bill 302 (HS 1 for HB 302), An Act to Amend Title 18 of the Delaware Code Relating to Prostate Cancer Screening, which would require health insurance providers to include prostate cancer screenings among its covered preventative health services for males identified as being at risk of developing prostate cancer by the American Cancer Society screening recommendations.

Synopsis:  This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the issuance of a General Obligation Bond (WWTP Switchgear & Electrical Substations Phase I Project), Series A of 2024-WPCRF, in an amount not to exceed $12,260,000 (the “2024A Bond”), which will be sold to the Delaware Water Pollution Control Revolving Fund in order to (i) finance the replacement of two (2) electrical power substations, a switchgear unit, and appurtenances at the City’s Wastewater Treatment Plant, as set forth in the City’s capital budgets for its Fiscal Years ending June 30, 2022 and June 30, 2024, (ii) pay administrative costs relating to such capital projects, and (iii) pay the costs of issuing the 2024A Bond.

Synopsis:  This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the execution of an Agreement between the City of Wilmington and Passport Labs, Inc. for parking citation and permit management. Passport Labs will provide parking services for a period of three (3) years pursuant to this Agreement.

Synopsis:  This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance amends Chapter 11 of the City Code by amending the City’s Noise Ordinance to prohibit and fine noise disturbances targeted at a particular residence.

Synopsis:  This Resolution is being presented by City Council for Council’s review and approval. In accordance with the Wilmington City Council’s 2022-2025 Strategic Plan goal of a “Connected, Informed and Engaged Wilmington,” this Resolution urges the honorable members of the Delaware General Assembly to support House Bill 400, An Act to Amend Title 15 of the Delaware Code Relating to Primary Elections. This bill moves the date of primary elections for statewide, county, and municipal office to the fourth Tuesday in April, the date of the presidential primary, to facilitate civic engagement for Delaware’s voters.

Synopsis:  This Resolution is being presented by City Council for Council’s review and approval. This Resolution affirms the Wilmington City Council’s favor for House Concurrent Resolution 146 (HCR 146), Supporting the Recommendation of the Redding Consortium for Educational Equity to Provide Immediate Support to Wilmington Public School Students and Planning for the Withdrawal of the Christina School District from the City’s existing four school district model. HCR 146 aligns with Council’s 2022-2025 Strategic Plan commitment to a “Wilmington for All Ages” that advocates for and supports youth in the educational process. 

Synopsis:  This Resolution is being presented by City Council for Council’s review and approval. The 2022-2025 Wilmington City Council Strategic Plan prioritizes a “Resident and Visitor Friendly Wilmington” with parking enhancements and planning, as well as appropriate enforcement mechanisms. This Resolution requests that the Department of Public Works engage a consulting agency that is experienced in parking evaluation to conduct a study of Wilmington’s parking needs in the best interests of all motorists in the City of Wilmington. 

Synopsis:  This Substitute Ordinance is being presented by the City Council for Council’s review and approval.  This Substitute Ordinance amends Chapter 37 of the City Code by increasing the immobilization threshold to $300.00 and the towing threshold to $600.00.
