Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. If approved, Council would be declaring three city-owned properties—911 North Pine Street, 927 North Bennett Street and 507 Vandever Avenue—as surplus properties for the purpose of the City transferring titles of the properties to the Wilmington Housing Partnership (WHP). The WHP would rehabilitate and sell the properties as homeowner occupied units.

Synopsis: This Ordinance is being presented by the Administration for City Council’s review and approval. If approved, Council would be approving a new residential development known as Walnut Place and would also be approving the addition of public alleyway to the Official City Street Map to be known as Victory Lane. The new subdivision and alleyway is located within an area bounded by 14th, 15th and Walnut Streets and Clifford Brown Walk. Both the subdivision and alleyway were recommended for approval by the City Planning Commission.

If approved, Council would be authorizing traffic signage such as All-Way Stopsigns on Baynard Boulevard and on North Orange Street; “Stop” signs on North Tatnall and onWest 39th Street; “No Turn on Red” sign on West 7th Street; “No Parking Between SignsAnytime” signs on West 31st and on West 7th; “No Parking Child Drop Off” on North Van Buren Street; “No Parking Loading Zone” on North Pine Street; “Four-Hour Parking” on South Tatnall; “Two-Hour Parking” on North French Street; and “One-Hour Parking” on NorthUnion Street. Synopsis: This Ordinance is being presented by the Administration for City Council’s review and approval. If approved, Council would be authorizing an amendment to Chapter 11 of the City Code to add a new section that preserves the health, comfort and environment of Wilmington residents. Specifically, passage of this Ordinance will bring the City into compliance with an MS4 permit (municipal separate storm sewer system permit) issued to the City by the State Department of Natural Resources and Environmental Control. The City is required to adhere to the MS4 permit by adopting regulations prohibiting incidents of illegal dumping into a MS4 and illicit discharges that can adversely affect local waterways. An estimated 90% of Wilmington’s stormwater collection system is a Combined Sewer Overflow (CSO) system, while the remaining 10% is a Municipal Separate Storm Sewer System (MS4).

Synopsis: This Resolution is being presented by the Administration for Council’s review and approval. If approved, Council would be declaring as surplus the list of eleven properties in the resolution. The properties have been obtained over the past few months by the Real Estate and Housing Department which will now determine the best disposition of the properties based on the interest of those who step forward in a Request for Proposals (RFP) process.

Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. If approved, Council would be authorizing, based on information from the Director of the Department of Finance, the transfer of funds among City departments and offices as part of the City’s annual reconciliation of accounts. These fund transfers are carried out to ensure that all government department accounts are properly balanced for the fiscal year which ended on June 30, 2014.

Synopsis: This Ordinance is being presented by the Administration for City Council’s review and approval. If approved, Council would be authorizing the Administration to use $1.225 million of the projected $1.4 million Fiscal Year 2015 Operating Budget surplus to fund overtime costs for Wilmington police officers through June 30, 2015 and for the creation of a new Town Watch crime prevention and crime tracking website. The Administration says the additional funding is needed because the 321-authorized WPD officer staff is down by approximately 35 officers due to retirements, resignations, etc., thereby requiring officers to work overtime shifts to cover regular duty assignments.

Synopsis: This Ordinance is being presented by the Administration for City Council’s review and approval. If approved, Council would be authorizing the Administration to use $2.125 million from the City’s Unassigned Fund for various neighborhood housing projects, to support the work of the Wilmington Housing Partnership and to plan for and/or fund a land bank program for Wilmington.

Synopsis: This Ordinance is being presented by City Council for Council’s review and approval.If approved, Council would be authorizing an amendment to Chapter 37 of the Wilmington City Code related to the parking of tractor trailers and buses within the City. The legislation imposes an outright prohibition against the parking of any commercial or recreational vehicle that is 11,000 pounds or more or 20 feet in length or more unless the vehicle is actually being loaded or unloaded or unless the driver has a lawful street storage permit issued by the Department of Licenses and Inspections. The Ordinance would also prohibit the parking of any boat regardless of its weight or dimension. The new prohibition also pertains to all trailer coaches, semi-trailers and tractor trailers regardless of size or purpose. Violators of the Ordinance would be subject to a civil penalty as well as the immobilization or towing of their vehicle according to procedures set forth in current law. The new law would be enforced by any Parking Revenue Enforcement Officer (PREO) or Wilmington Police Officer.
