Authorize and Approve a Contract Between the City of Wilmington and the Division of Public Health, Department of Health & Social Services, State of Delaware to Enforce Delaware Dog Control and Dangerous Dog Statutes
Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the execution of an MOU between the City of Wilmington and the State of Delaware Division of Public Health, Department of Health & Social Services, Office of Animal Welfare. The Office of Animal Welfare will provide animal control services throughout the City. These services will be provided over a three (3) year period for a total cost of $904,166.16.

An Ordinance Authorizing the Issuance of the City’s General Obligation Bond (WWTP Switchgear & Electrical Substations Phase I Project), Series A of 2024- WPCRF, in Order to Provide the Funds Necessary for Replacements at the City’s Wastewater Treatment Plant; Providing for the Sale of the 2024A Bond to the Delaware Water Pollution Control Revolving Fund; and Authorizing Other Necessary Action
Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the issuance of a General Obligation Bond (WWTP Switchgear & Electrical Substations Phase I Project), Series A of 2024-WPCRF, in an amount not to exceed $12,260,000 (the “2024A Bond”), which will be sold to the Delaware Water Pollution Control Revolving Fund in order to (i) finance the replacement of two (2) electrical power substations, a switchgear unit, and appurtenances at the City’s Wastewater Treatment Plant, as set forth in the City’s capital budgets for its Fiscal Years ending June 30, 2022 and June 30, 2024, (ii) pay administrative costs relating to such capital projects, and (iii) pay the costs of issuing the 2024A Bond.

Establishing a Rate of Taxation on Real Property and the Taxable Property of Public Utilities for the Fiscal Year Beginning on July 1, 2024 and Ending on June 30, 2025
Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance sets the property tax rate for Fiscal Year 2025 (July 1, 2024 – June 30, 2025) based on the certification by the Board of Assessment of the assessed valuation of taxable real property in the City and the Mayor’s estimates of revenue measures necessary to balance the City budget as required by the City Charter. There is no change to the property tax rate.

Amend Chapter 45 of the City Code Regarding Sewer System Rates and Charges, Water Rates and Charges, and Stormwater Rates and Charges for Fiscal Year 2025
Synopsis: This Substitute Ordinance is being presented by the Administration for Council’s review and approval. This Substitute Ordinance enacts new water, sewer, and stormwater rates and charges for Fiscal Year 2025 (July 1, 2024 – June 30, 2025). The rates and charges for water and sewer services in Fiscal Year 2025 will increase by five and eight-tenths percent (5.8%) from the rates and charges in Fiscal Year 2024. The stormwater rates and charges in Fiscal Year 2025 will increase by four percent (4.0%) from the rates and charges in Fiscal Year 2024. This Substitute Ordinance does not amend the unit charges for sewer service contained in City Code Section 45-58. The projected fiscal impact of this Substitute Ordinance is an annual increase of $3.7 million in revenue (net of bad debt) to the Water/Sewer Fund. Finally, as a housekeeping matter, this Substitute Ordinance makes some minor revisions to the text of City Code Section 45-53 for accuracy and consistency of terminology.

Adopt a New Methodology for Calculating City Council Salaries and to Establish Salaries of City Council Members for the 109th Council Session to be Effective as of January 7, 2025
Synopsis: This Ordinance is being presented by City Council for Council’s review and approval. Pursuant to City Charter Section 2-100 and City Council Rule 26, City Council adopts the February 2024 PFM Compensation Study/Executive and Legislative Salary Benchmarking Report. Additionally, this Ordinance establishes increased salaries for the Council Members to be elected in November 2024 to comprise the 109th Council Session and take office on January 7, 2025.
