Amend Chapter 37 of the City Code to Reduce Civil Penalties for Certain Parking Violations and to Eliminate the Discount for Early Payment of Certain Penalties

Synopsis:  This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance reduces the civil penalties for certain parking violations from $40.00 to $25.00 if the violation is paid within 14 days of issuance. This Ordinance also  eliminates the discount for early payment of civil penalties for certain parking and motor vehicle violations. Finally, this Ordinance extends the deadline to protest citations from twenty (20) to twenty-one (21) days.

Amend Chapter 40 of the City Code to Establish 22 Del. C. §841’s Five-Year Maximum Residency Requirement, to Establish the Related Geographical Boundaries at City of Wilmington Limits, to Establish a Residency Assistance Fund, and to Establish a Residency Taskforce

Synopsis:  This Substitute Ordinance is being presented by City Council for Council’s review and approval. This Substitute Ordinance amends Chapter 40 of the City Code to establish a five-year residency requirement within city limits for City employees, excluding elected  officials. Further, it establishes a residency fund to provide funds to help newly hired employees with security deposits, downpayments,  and/or moving expenses, and establishes a Residency Taskforce. Lastly, as a housekeeping matter, this Substitute Ordinance  updates the names of the Department of Human Resources and its Directors.

A Resolution in Support of the United States House of Representatives Resolution, House Resolution (H. Res.) 786 - Calling for an Immediate Deescalation and Cease-Fire in Israel and Occupied Palestine

Synopsis:  This Resolution is being presented by City Council for Council’s review and approval. This Resolution echoes the concerns of the United States House of Representatives for the safety and well-being of those impacted by the current violence and the emerging  humanitarian crisis in Israel and Gaza. It respectfully requests that Delaware’s federal delegation support House Resolution (H. Res.) 786  – Calling for an immediate deescalation and cease-fire in Israel and occupied Palestine, as well as other legislative actions, that advance  the goal of ending violence in the region.

An Ordinance Authorizing the Issuance of the City’s General Obligation Bond (WWTP Digester Gas Flare Replacement Project), Series E of 2023-WPCRF, in Order to Provide the Funds Necessary for the City’s Relocation and Replacement of the Existing Digester Waste Gas Flares at its Wastewater Treatment Plant; Providing for the Sale of the 2023E Bond to the Delaware Water Pollution Control Revolving Fund; and Authorizing Other Necessary Action

Synopsis:  This Ordinance is being presented by the Administration for Council’s review and approval. This Ordinance authorizes the issuance of a General Obligation Bond (WWTP Digester Gas Flare Replacement Project), Series E of 2023-WPCRF, in an amount not to exceed $7,560,100 (the “2023E Bond”), which will be sold to the Delaware Water Pollution Control Revolving Fund in order to (i) finance the relocation and replacement of the existing digester waste gas flares at the City’s Wastewater Treatment Plant, as set forth in the City’s capital budgets for its Fiscal Years ending June 30, 2020 and June 30, 2024, (ii) pay administrative costs relating to such capital projects, and (iii) pay the costs of issuing the 2023E Bond.
