Synopsis This Resolution is being presented by the Administration for Council’s review and approval.  This Resolution schedules a public hearing on December 9, 2021 at 6:30 p.m. in the City Council Chambers regarding Ordinance No. 21-031’s proposed rezoning of the parcel of land located at 3001 Bowers Street from a zoning classification of M-1 (Light Manufacturing) to a zoning classification of R-3 (One-Family Row Houses).

An Ordinance to Amend Chapter 2, Article III, Division 18 ("The Citizen Complaint Review Board") of the City Code to Increase the Number of Board Members from Nine (9) to Eleven (11) by Adding Two (2) Members Who Must Be Retired or Former Police Officers

Synopsis:  This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends the Code provisions establishing the Citizen Complaint Review Board by increasing the number of Board Members from nine (9) to eleven (11), both of whom shall be former or retired police officers.

Amend Chapter 40 of the City Code to Eliminate Bumping Rights for Non-Union Employees in the Classified Service

Synopsis:  This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Chapter 40 of the City Code to eliminate bumping rights for non-union employees in the classified service.  It does not affect any other rights provided to classified, non-union employees with respect to the City’s seniority and layoff system.  It also does not affect any rights provided to union employees in the classified service with respect to the City’s seniority and layoff system.

A Resolution Approving the Police Department's Grant Application to the State of Delaware Fund to Combat Violent Crime for Violence Reduction Overtime Costs

Synopsis:  This Resolution is being presented by the Administration for Council’s review and approval.  This Resolution authorizes the Wilmington Police Department’s grant application to the State of Delaware Department of Safety and Homeland Security Fund to Combat Violent Crime (FY 2022) for $419,208.06 in grant funding.  The proposed grant funds would be used to cover overtime costs as part of overall violent crime reduction efforts.  No local matching funds are required.

A Resolution Approving the Police Department's Grant Application to the United States Department of Justice, Edward Byrne Memorial Justice Assistance Grant Program, to Support the City's Cold Case Investigator and Violence Reduction Overtime Costs

Synopsis:  This Resolution is being presented by the Administration for Council’s review and approval.  This Resolution authorizes the Wilmington Police Department’s grant application to the United States Department of Justice Edward Byrne Memorial Justice Assistance Grant Program for $219,891.00 in grant funding.  the proposed grant funds would be used to cover the salary for a civilian cold case investigator and overtime costs as part of overall violent crime reduction efforts.  No local matching funds are required.

A Resolution Approving the Police Department's Grant Application to the United States Department of Justice, Bureau of Justice Assistance FY21 Byrne Criminal Justice Innovation Program to Support the Victims Services Unit and Violence Reduction Efforts

Synopsis:  This Resolution is being presented by the Administration for Council’s review and approval.  This Resolution authorizes the Wilmington Police Department’s grant application to the United States Department of Justice, Bureau of Justice Assistance Fiscal Year 2021 Byrne Criminal Justice Innovation Program for $800,000.00 in grant funding.  The proposed funds would be used over a three-year period to hire two (2) additional personnel for the Police Department’s Victim Services Unit, and to support local efforts around violence reduction undertaken by the Police Department, its criminal justice partners, and Community Violence Intervention Programs.  No local matching funds are required.
