An Ordinance to Approve and Authorize the Public Access and Leased Access Management Agreement between the City of Wilmington and DETV Foundation, Inc.

Synopsis: This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance authorizes the City to enter into a Public Access and Leased Access Management Agreement with DETV which provides DETV with a three-year contract, with two optional one-year renewals, to construct, maintain, produce, and operate the Studio and Access Channel made available by Comcast of New Castle County.

Synopsis:  This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance establishes a temporary moratorium on retail marijuana related uses in the City of Wilmington, Delaware in order to allow City Council and the Administration sufficient time to perform their due diligence to consider alternative course of action relative to the governing of retail marijuana uses within the City including, but not limited to, adoption of an amendment to Chapter 48 of the City’s Code regulating the time, place, manner, and number of marijuana establishment options.

An Ordinance to Amend Chapter 5 of the City Code Regarding Business License Fees Payable with Respect to Multi-Unit Rental Dwelling Units

Synopsis:  This Ordinance is being presented by City Council for Council’s review and approval. This Ordinance amends Section 5-101 of the City Code to (a) increase business license fees payable by licensees owning 50 or more rental dwelling units, which are not classified as low-income housing or senior citizen housing, from $75.00 to $100.00 per unit, (b) impose a $3,000 cap on business license fees payable with respect to rental dwelling units within any tax parcel or rental community that are classified as low-income housing or senior citizen housing, and (c) impose a $5,000 cap on business license fees payable with respect to rental dwelling units within any tax parcel or rental community.
