Synopsis: This Resolution is being presented by City Council for its review and approval. If approved, the City of Wilmington will be recognizing and honoring the contributions that poets have made to our culture by officially designating the City’s first Poet Laureate. The Poet Laureate will be appointed by the Mayor to serve a two-year term to promote the importance of poetry and the literary arts. The Poet Laureate will operate under the auspices of the City’s Office of Communications and Cultural Affairs and City Council’s Education, Youth & Families Committee. A committee comprised of Administration, Council and community representatives will make a recommendation on a Poet Laureate to the Mayor and City Council President.

Synopsis: This Ordinance is being presented by the Administration for Council’s review and approval. If approved by Council, the City of Wilmington, through the Department of Licenses and Inspections, would conduct building inspections and reviews for residential and business construction according to the International Code Council’s 2012 edition of the building code. This edition of the code would replace the 2003 edition under which the City has been conducting reviews and inspections. The new code will provide an updated level of protection for the citizens of Wilmington regarding the construction and safety of buildings while at the same time meeting the standards of today’s construction industry. The revised code has been reviewed and tested nationally to ensure the safety of occupants that dwell within structures and to hold those entities that build structures to the new code standards. The 2012 edition of the building code takes into consideration advances in construction technology, allowing for newer and safer methods of building construction, maximizing safety while allowing for the construction of more economically feasible buildings.

Synopsis: This Ordinance is being presented by City Council for its review and approval. If approved, Council would be authorizing an amendment to the FY 2014 Capital Budget to designate $2 million for future improvements to the William “Hicks” Anderson Community Center (WHACC). The use of the money (renovation or rehabilitation of the current center or construction of a new center or a mix thereof) would be determined by a City task force that includes members from City Council, the Administration and the community which is due to issue a report on the future of the community center in June of 2014. This budget amendment would ensure that funds would be available for whatever course of action with regard to the WHACC as recommended by the task force and ultimately determined by the Williams Administration.

Synopsis: This Ordinance is being presented by City Council for its review and approval. If approved, Council would be approving a companion ordinance to the capital program ordinance to designate $2 million for future improvements to the William “Hicks” Anderson Community Center.

Synopsis: This Ordinance is being presented by the Administration for City Council’s review and approval. If approved, Council would be authorizing a one-year extension of the current contract with St. Francis Hospital to provide ambulance service for the City. There is no cost to the City for this contract because all costs are the responsibility of the user of emergency services. The maximum out-of-pocket cost to the user of ambulance services is $250.00. The City originally entered into a one-year contract with St. Francis Hospital for ambulance service in October of 2012 with the possibility of two, one-year extensions at the City’s discretion.

Synopsis: This Ordinance is being presented by the Administration for City Council’s review and approval. If approved, Council would be authorizing a one-year extension of a $263,298.56 contract with Asset Management Alliance (AMA) for the management and maintenance of the Public Safety Building at 4^th and Walnut Streets. With Council’s approval of this one-year extension, it will also be approving the option for the City to extend the contract for two additional renewal periods of one-year each with the same terms and conditions.

Synopsis: This Resolution is being presented by the Administration for City Council’s review and approval. If approved, Council would be authorizing the City (Wilmington Police Department) to accept a $273,914.65 grant from the State of Delaware to be used for enhanced crime analysis and for overtime for staffing at the City’s youth curfew center located at the Walnut Street YMCA. The grant does not require the City to provide any matching funding.
